Government fails to act on Article 3 Official Complaint

The following people made an official complaint to HM Government on 31 December 2013:

The above people sent a 76-page document to the National Crime Agency naming many corrupt police constables, lawyers, barristers, judges, Local Authority officers and Fenland District Council, who are all guilty of crimes including misconduct in public office, perverting the course of public justice and other criminal offences.

That Caroline ADDY, a barrister with One Brick Court Chambers, on dates between 01 January 2013 and 25 September 2013, wilfully neglected to perform her duty and wilfully misconducted herself to such a degree as to amount to an abuse of the public’s trust in the office holder without reasonable excuse or justification.


Perverting the Course of Justice

That Caroline ADDY, a barrister with One Brick Court Chambers, on dates between 01 January 2013 and 25 September 2013, with intent to pervert the course of public justice, did a series of acts which had a tendency to pervert the course of public justice in that she:

1        conducted an unlawful committal proceedings to incarcerate Brian Pead on 27 March 2013 when she knew that he was not in Contempt of Court
2        unlawfully applied for an injunction preventing the publication of from Hillsborough to Lambeth when she knew that the book highlighted child abuse, racism and bullying which went unreported
3        conspired with others to unlawfully obtain an injunction without merit
4        deceived the High Court on 31 January 2013 when applying for an injunction
5        deceived the High Court in the Committal Proceedings
6        deceived the High Court on 16 July 2013 when applying for a permanent gagging order which she knew to be in breach of the Human Rights Act and the laws of England & Wales
7        conspired with others to harass Brian Pead and his daughter and grand-children
8        harassed Brian Pead between January 2013 and September 2013
9        failed to report demonstrable criminal offences after reading from Hillsborough to Lambeth


Harassment

That Caroline ADDY, a barrister with One Brick Court Chambers, on dates between 01 January 2013 and 25 September 2013, did pursue a course of conduct amounting to the harassment of Brian Pead and did cause him and his daughter and grand-children alarm and distress contrary to the Protection from Harassment Act 1997 and that in June and July 2013.


Fraud by failing to disclose information

That Caroline ADDY, a barrister with One Brick Court Chambers, on dates between 01 January 2013 and 25 September 2013, did commit fraud by deliberately failing to disclose documents to Brian Pead, to the police, to the High Court, and that she failed to report child grooming, racism, bullying, assault, false imprisonment, theft, and breaches of the Computer Misuse Act 1990, contrary to the Fraud Act 2006.





Fraud by abuse of position

That Caroline ADDY, a barrister with One Brick Court Chambers, on dates between 01 January 2013 and 25 September 2013, did abuse her position as a Barrister in that she (and others) perpetrated a series of crimes against Brian Pead during corrupt Hearings at the High Court in London and pursued a course of conduct amounting to the harassment of Brian Pead which he knew, or ought to have known, would cause him and his daughter and grand-children alarm and distress, contrary to the Fraud Act 2006 and the Protection from Harassment Act 1997.


Fraud by false representation

That Caroline ADDY, a barrister with One Brick Court Chambers, on dates between 01 January 2013 and 25 September 2013, did knowingly make false representations and submissions to the High Court and did provide false documents to the High Court in relation to Brian Pead, contrary to the Fraud Act 2006.


Misuse of Public Funds

That Caroline ADDY, a barrister with One Brick Court Chambers, on dates between 01 January 2013 and 25 September 2013, did misuse public funds in perpetrating crimes against Brian Pead and in allowing crimes and human rights abuses to be perpetrated against Brian Pead. She extracted monies from the public purse in the form of funding for Court Hearings and funding for her salary and misappropriated those funds by running Applications and Committal Proceedings which she knew to be contrary to law and in that she also allowed others to participate in unlawful Hearings and the cover-up of significant crimes.

Theft in breach of trust

PARTICULARS OF OFFENCES

That Rosa VAZ, a Human Resources council officer with the London Borough of Lambeth, between 15 November 2006 and 25 September 2013, conspired with others to steal from Brian Pead and that she and they did in fact steal property belonging to Brian Pead, namely counselling books, personal development books, psychology books, business development books, teaching books, educational management books, personal photographs of grand-children, a pair of shoes, a briefcase and various other items including computer files valued together at approximately £800 pounds GB sterling.

These thefts of property were taken with the intention of permanently depriving Brian Pead of property belonging to him.

These thefts were in breach of the trust placed in her/ them as an officer/s of the Council.

That Rosa Vaz, a council officer with the London Borough of Lambeth, between 15 November 2006 and 25 September 2013, wilfully neglected to perform her duty and wilfully misconducted herself to such a degree as to amount to an abuse of the public’s trust in the office holder without reasonable excuse or justification.

That Rosa VAZ, a council officer with the London Borough of Lambeth, between 15 November 2006 and 25 September 2013, with intent to pervert the course of public justice, did a series of acts which had a tendency to pervert the course of public justice in that she - with her knowledge and consent - :

(i)                 stole valuable property from Brian Pead
(ii)               claimed that she was working with the authority of Lambeth Council in participating in an investigation into mis-founded and spurious allegations against Brian Pead made up after he had reported child abuse, bullying and racism to his superiors (who failed to act)
(iii)             failed to report allegations of bullying and racism and child grooming
(iv)             provided false information to a Disciplinary Hearing, an Appeal against dismissal, an Employment Tribunal, and the Independent Safeguarding Authority and others who were tasked with investigating the alleged offences
(v)               provided false information to Brian Pead
(vi)             conspired with others to commit theft, abuse their position of trust, and falsely imprison Mr Brian Pead
(vii)           conspired with others to harass Brian Pead
(viii)         conspired with others to falsely imprison Brian Pead on a number of occasions
(ix)             failed to report child grooming, racism and bullying within a Lambeth pupil referral unit called the OLCVS
(x)               failed to conduct CRB checks on all overseas staff working for Lambeth Council


Harassment

That Rosa VAZ, a council officer with the London Borough of Lambeth, between 01 November 2006 and 25 September 2013, did pursue a course of conduct amounting to the harassment of Brian Pead and did cause him and his daughter and grand-children alarm and distress contrary to the Protection from Harassment Act 1997.


Fraud by failing to disclose information

That Rosa VAZ, a council officer with the London Borough of Lambeth, between 15 November 2006 and 25 September 2013, did commit fraud by herself (and with others) by deliberately failing to disclose documents to Brian Pead, to the police, to an Employment Tribunal, and to the Courts, contrary to the Fraud Act 2006.

That Rosa VAZ, a council officer with the London Borough of Lambeth, between 01 November 2006 and 25 September 2013, did abuse her position as a Council Officer in that she authorised a series of crimes and human rights abuses to be perpetrated against Brian Pead and pursued a course of conduct amounting to the harassment of Brian Pead which she knew, or ought to have known, would cause him and his daughter and grand-children alarm and distress, contrary to the Fraud Act 2006, the Protection from Harassment Act 1997 and the Human Rights Act 1998.



Fraud by false representation

That Rosa VAZ, a council officer with the London Borough of Lambeth, between 15 November 2006 and 25 September 2013, was complicit in the unlawful dismissal of Brian Pead, made false representations and provided false documents to other Council officers and employees, to the police, to an Employment Tribunal, to the Independent Safeguarding Authority, and to the Courts in relation to Brian Pead, contrary to the Fraud Act 2006.


Breaches of Computer Misuse Act 1990

That Rosa VAZ, a council officer with the London Borough of Lambeth, between 15 November 2006 and 25 September 2013, was complicit in the modification of the contents of a computer used by Brian Pead in that she was aware of the removal of the contents of that computer’s hard drive, upon which were documents necessary for a bona fide employment investigation to take place, contrary to section 3(1a) of the Computer Misuse Act 1990.


Misuse of Public Funds

That Rosa VAZ, a council officer with the London Borough of Lambeth, between 15 November 2006 and 25 September 2013, did misuse public funds in perpetrating crimes against Brian Pead and in allowing crimes and human rights abuses to be perpetrated against Brian Pead.

PARTICULARS OF OFFENCES

DC RUMBELOW, a police officer with Norfolk Constabulary, between 01 October 2005 and 25 September 2013, conspired with others to steal from Albert, Violet and Robert Ecclestone and that he and others did in fact steal property belonging to the Ecclestones, namely rare coins, old postcards (more than 100,000), a 1549 first edition Book of Common Prayer, rare stamps, cigarette cards, jewellery, at least 500 old and rare books, first day covers, medals, military badges, bank notes, antique magazines, rare paintings, old prints, old share certificates and bonds, antique newspapers (such as 1790 editions of The Times), old car brochures, Matchbox toys (many still in boxes), an old microscope, Roman artefacts and various other items valued together at approximately £1.5 million pounds GB sterling.

These thefts of property were taken with the intention of permanently depriving the Ecclestones of property belonging to them.

These thefts were in breach of the trust placed in him/ them as an officer/s of the Council.

(vi)             conspired with others to falsely imprison Robert Ecclestone
(vii)           conspired with others to cause actual bodily harm to Robert Ecclestone
(viii)         conspired with others to prevent Mrs Violet Ecclestone and Robert Ecclestone from lawfully residing in the property which they own
(ix)             conspired with others to harass the Ecclestones

Criminal Damage

DC Rumbelow, a Police Officer with the Norfolk Constabulary, on days between 01 October 2005 and 26 September 2013, caused criminal damage to the property owned by the Ecclestones, in that he broke locks on the front door of their house and tore wallpaper from the walls of their house, contrary to s. 1(1) of the Criminal Damage Act 1971.


Misuse of Public Funds

That Ray Harding, between 01 October 2005 and 25 September 2013 wilfully neglected to perform his duty and wilfully misconducted himself to such a degree as to amount to an abuse of the public’s trust in the office holder without reasonable excuse or justification.

John Greenhalgh, a Council Officer for King’s Lynn and West Norfolk Borough Council, on days between 01 October 2005 and 25 September 2013, with intent to pervert the course of public justice, did a series of acts which had a tendency to pervert the course of public justice in that he:

(i)                 stole valuable property from the Ecclestones
(ii)               claimed that he was working with the authority of Court Orders when no such Orders existed and have been proven by a Court not to exist

John Greenhalgh, a Council Officer for King’s Lynn and West Norfolk Borough Council, on days between 01 October 2005  and 25 September 2013, did commit fraud by deliberately failing to disclose documents to the Ecclestones, to the police, to Members of Parliament and to the Courts, contrary to the Fraud Act 2006.


Fraud by abuse of position

John Greenhalgh, a Council Officer for King’s Lynn and West Norfolk Borough Council, on days between 01 October 2005 and 25 September 2013, did abuse his position as a Council Officer in that he perpetrated a series of crimes against the Ecclestones and pursued a course of conduct amounting to the harassment of the Ecclestones, which he knew, or ought to have known, would cause them alarm and distress, contrary to the Fraud Act 2006 and the Protection from Harassment Act 1997.


Fraud by false representation

John Greenhalgh, a Council Officer for King’s Lynn and West Norfolk Borough Council, on days between 01 October 2005 and 25 September 2013, did make false representations and provide false documents to other Council officers and employees, to the police, to Members of Parliament, to Social Services and to the Courts in relation to the Ecclestones, contrary to the Fraud Act 2006.


Assault

John Greenhalgh, a Council Officer for King’s Lynn and West Norfolk Borough Council, on days between 01 October 2005 and 25 September 2013, did assault Albert, Violet and Robert Ecclestone contrary to section 39 of the Criminal Justice Act 1988.


Criminal Damage

John Greenhalgh, a Council Officer for King’s Lynn and West Norfolk Borough Council, on days between 01 October 2005 and 25 September 2013, caused criminal damage to the property owned by the Ecclestones, in that he broke locks on the front door of their house and tore wallpaper from the walls of their house, contrary to s. 1(1) of the Criminal Damage Act 1971.


Misuse of Public Funds

John Greenhalgh, a Council Officer for King’s Lynn and West Norfolk Borough Council, on days between 01 October 2005 and 25 September 2013, did misuse public funds in perpetrating crimes against the Ecclestones.

PARTICULARS OF OFFENCE

Ray HARDING, between 01 October 2005 and 25 September 2013, conspired with others to steal from Albert, Violet and Robert Ecclestone and that he and others did in fact steal property belonging to the Ecclestones, namely rare coins, old postcards (more than 100,000), a 1549 first edition Book of Common Prayer, rare stamps, cigarette cards, jewellery, at least 500 old and rare books, first day covers, medals, military badges, bank notes, antique magazines, rare paintings, old prints, old share certificates and bonds, antique newspapers (such as 1790 editions of The Times), old car brochures, Matchbox toys (many still in boxes), an old microscope, Roman artefacts and various other items valued together at approximately £1.5 million pounds GB sterling.

These thefts of property were taken with the intention of permanently depriving the Ecclestones of property belonging to them.

These thefts were in breach of the trust placed in him/ them as an officer/s of the Council.

Perverting the Course of Justice

The E.ON (UK) Board of Directors, comprising of Tony COCKER, Dave NEWBOROUGH, David BIRD, Don LEIPER, Fiona STARK, Rene MATTIES, Sara VAUGHAN and Tony AINSWORTH, JOINTLY AND SEVERALLY, between 01 July 2007 and 25 September 2013, with intent to pervert the course of public justice, did a series of acts which had a tendency to pervert the course of public justice in that they:

(i)                 false invoiced Leonard Richard Fulcher for the supplier of electricity against a meter which does not exist on his farm
(ii)               unlawfully applied for a Bankruptcy Petition against Leonard Richard Fulcher (still to be heard)
(iii)             authorised fraudulent documents to be entered into Court proceedings against Leonard Richard Fulcher
(iv)             failed to act on information supplied by Leonard Fulcher that a meter had been stolen from his farm
(v)               provided false information to Norfolk Constabulary
(vi)             allowed Kate PARRY and Thomas DENASH of Parry&Company to adduce fraudulent documents into Court by way of Laura ADCOCK
(vii)           provided false information to Leonard Richard Fulcher
(viii)         conspired with others to falsely imprison Brian Pead
(ix)             conspired with others to cause actual bodily harm to Brian Pead
(x)               conspired with others to harass Brian Pead, Loenard Fulcher and Karen Fulcher
(xi)             failed to report criminal damage to a gate at Ramblewood Farm
(xii)           failed to report criminal damage to a car belonging to E.ON
(xiii)         failed to report an accident
(xiv)         failed to report careless driving
(xv)           failed to report a failure to provide an evidential specimen
(xvi)         failed to report a failure to give permission for a laboratory test
(xvii)       failed to investigate fraudulent invoices when brought to their attention
(xviii)     conspired with District Judge Rutland not to allow incontrovertible evidence into a Hearing 3KL00178 (an Application to Set Aside a Bankruptcy Petition) that a meter claimed by E.ON to be on site at Ramblewood Farm was not, in fact, on that site or under the control of either Leonard Richard Fulcher or Karen Fulcher and that it did not, in fact, exist

Fraud by false representation

The E.ON (UK) Board of Directors, comprising of Tony COCKER, Dave NEWBOROUGH, David BIRD, Don LEIPER, Fiona STARK, Rene MATTIES, Sara VAUGHAN and Tony AINSWORTH, JOINTLY AND SEVERALLY, between 01 July 2007 and 25 September 2013, did make false representations and provide false documents to the police and to the Courts in relation to Pead and the Fulchers, contrary to the Fraud Act 2006.


Assault

The E.ON (UK) Board of Directors, comprising of Tony COCKER, Dave NEWBOROUGH, David BIRD, Don LEIPER, Fiona STARK, Rene MATTIES, Sara VAUGHAN and Tony AINSWORTH, JOINTLY AND SEVERALLY, between 01 July 2007 and 25 September 2013, were complicit in the unlawful assault on Brian Pead, contrary to section 39 of the Criminal Justice Act 1988.


Criminal Damage

The E.ON (UK) Board of Directors, comprising of Tony COCKER, Dave NEWBOROUGH, David BIRD, Don LEIPER, Fiona STARK, Rene MATTIES, Sara VAUGHAN and Tony AINSWORTH, JOINTLY AND SEVERALLY, on 01 August 2013, were complicit in causing criminal damage to the property owned by Leonard Richard Fulcher and Karen Fulcher, in that a car belonging to E.ON was driven recklessly into a gate at Ramblewood Farm and interfered with the normal running of a fly wheel on the gate, contrary to s. 1(1) of the Criminal Damage Act 1971.


Misuse of Public Funds

The E.ON (UK) Board of Directors, comprising of Tony COCKER, Dave NEWBOROUGH, David BIRD, Don LEIPER, Fiona STARK, Rene MATTIES, Sara VAUGHAN and Tony AINSWORTH, JOINTLY AND SEVERALLY, between 01 July 2007 and 25 September 2013, did misuse public funds in perpetrating crimes and human rights abuses against Brian Pead and Leonard Richard Fulcher and Karen Fulcher.


Failing to Stop or Report an Accident

The E.ON (UK) Board of Directors, comprising of Tony COCKER, Dave NEWBOROUGH, David BIRD, Don LEIPER, Fiona STARK, Rene MATTIES, Sara VAUGHAN and Tony AINSWORTH, JOINTLY AND SEVERALLY, on 01 August 2013, did fail to report an accident after having been informed of criminal damage to a gate on Ramblewood Farm, contrary to the Road Traffic Act 1988, s.170.
